No ADSL connection

Hello everybody, I have a problem with the guys from Tele2. On 3th July I ordered a contract for all 3 service, I received the equipment on 23 of July and I saw that I don't have an ADSL connection. Not even the wires. I called them immediately to announce this fault, and after 2 days of searching they called me back telling me that their map show that at my adress should be an ADSL connection and if there is no more then I have to pay for it. If I want to refuze the services I can't do it for free because I'm out of the colling period and I have to pay 150E and also pay for the transport of the equipment to send them back. The thing is that I checked under he house and there are no cables or connections for ADSL. In there are only the one from UPC. My question is: if my services are not delivered why do I have to pay for something that I don't use? You guys experienced something similar do you have any thoughts for me?

Every house has een ADSL connection. Maybey it is hidden behind the wallpaper.

There is no connection! I just find out that it was removed 3 years ago by KPN and Tele2 didn't update there's database.

Then you have to pay to make the connection.

If the connection is removed Tele2 can make a ticket by there network operator (Bitstream WBA). They can resolve the issue, most of the time without any cost. If Bitstream says (after a visit) there is no connection point then they have to cancel the account. If they dont want to make a ticket/cancel the account make a complain by e-mail/letter and give them 2 weeks to response. If they not response you can make a complain with the Geschillende Commissie Telecom (http://www.degeschillencommissie.nl/over-ons/de-commissies/2765/telecommunicatie). (tip: mention this also in your letter/e-mail) You have to pay a fixed amount of EUR 50,00. If you win the case (big change you will) then the ISP will pay the amount back.

I already sent the cancellation letter for the services because I had the written confirmation from my landlord that there is no ADSL connection. Also last week (a few days after I sent the letter) I received written confirmation from KPN that at my address is no ADSL point. So know I guess they don't have any reason to make me pay the fee of cancellation equal to 3 month of contarct
